Why does my computer do this?

I have an HP Pavilion Entertainment PC (laptop) with Windows Vista. Almost every time I use it, I'll type in a certain punctuation mark and it will show up as a special character. For example, I'll try to put in an apostrophe, and I'll get an accented vowel instead. This is not exclusive to any one program. Why is this happening?

Perhaps you have had your language settings changed, i dont have vista installed right now, but go into the control panel and check the language settings

Check the "Default input language" setting! and the "NumLock" situation(when you want to switch it, you should hold on the Fn key).
